I’m also having this exact issue… but I’m not using either the WooCommerce Follow-Up Emails plugin or the WooCommerce Customer History plugin.
This is interfering with my tax calculations in TaxJar. This has been happening since April of this year. It must be a plugin conflict. All my plugins are upgraded to the latest.
I’m using the following WooCommerce-specific plugins:
WooCommerce Cost of Goods
WooCommerce Dynamic Pricing & Discounts
WooCommerce Google Analytics Pro
WooCommerce Min/Max Quantities

You mentioned WordPress being set to caption = false … where do I find this, I haven’t been able to find any setting regarding this.

Ok, I found out an imperfect solution.
I added a BCC header and inserted my list of emails into the PHP code there.
I had to leave a target email in order for it to save. Ideally, it could be set to use BCC without a target email (TO:), but this solution works.
Ok, I think this has been resolved.
I think the issue was that the WordPress Site URL needed updating. I has just launched the website and the WordPress Site URL needed to be updated.
Once it did this, it started working in Firefox, Safari and IE. Odd that it worked in Chrome though.
Anyhow all my tests are coming in now. This issue is resolved.

I actually need something a little simpler… I need the default “target email” to be set as “BCC:” all addresses by default rather than the “TO:” default setup of all addresses being visible to the recipients.

Can you give me a tip on how to make this change?
I’ve checked the code (/includes/class.mail.php) for adding a CC and BCC option, but it’s a bit over my head.
Is it easier to just change the default mode to use BCC (rather than customization options)? Could you provide me with the specific code to make this change?
