I don’t see any output in the source of your website that would indicated that the net neutrality plugin is activated, so I am not able to debug.
This plugin works by “slowing down” a few posts and only runs on the blog listing page. Which means it wouldn’t run on an individual post or page.
I’m glad to look into the issue further if you’d please make sure the plugin is active.

There’s not necessarily a conflict between the two, they just take different approaches. If I understand correctly, Cat Signal will load the Battle for the Net modal while this plugin will add a loading effect to some of your posts and a modal after a user clicks one of those loading effects.
I would suggest choosing one or the other. But, you should probably be able to use both.

In 1.1 I added some checks such that a user should not be able to deactivate themself and only the first admin can deactivate other admins.
