For me the video itself is also lagging. Just disabled all my chrome extensions, no effect. Weird.
Thanks for the answer. Didn’t think to test browsers. On Firefox there is no lag, on Chrome it’s still there. Can you test from your Chrome, please?
I had a simmilar problem, downgraded to WP 4.8.3 and everything works fine again. So I can confirm that this is WP 4.9 issue.

https://www.ads-software.com/plugins/wp-multi-network/WordPress is installed in a folder named “i”.
After installing the multi-network plugin, the wordpress intallation folder (i), turns into the base network. Every newly added network comes after the slash (i/triks). The problem is that sites inside the newly added network doesn’t work. A site would be milasmagija.lv/i/triks/a
PS. I’am using Hostgator. Tried asking them. No answer yet.
