1. WordPress is free.
2. No WordPress is a CMS
3. Yes, you can only allow comments for logged in users.
4. You would have to find a plugin to do that but you will be able to find one on the Extend area for plugins

WordPress is a great system and if there is ever something that you want it to do you will find a plugin for it!

It seems like a theme issue.

What theme are you using?

Check that index.php is inside the folder wp-admin and that it is not damaged.

Have you got the links to whole URL’s (e.g. https://website.com/images/image.png) or are they just single file items (e.g. image.png)?

This may be because the server can’t find the images because it is looking somewhere else for them.
