I’ve newly installed your plugin and I am also having issues with the review notifications sending.
They work beautifully when I do the test emails, however, when I attempt to send a “real” email by pushing an order to ‘completed’ – no email is sent.
I’ve tried manually sending from both Reminders queue as well as manually from the order screen. I also tried setting the message day to 0 days but that also did not seem to work.I did the mailer test you recommended above and scored 9/10 on a test email:

We use WP Mail SMTP and I verified that it is working as expected:

I had this same issue and spent the last day trying everything under the sun (backups, rollbacks, plugins, etc.)
Try this:
First install a new plugin called ‘Disable Gutenberg’ – once installed and turned on, try to open one of your posts and see if it now displays in classic mode. If so, Gutenberg is your culprit (which was my issue).
Then deactivate/delete Disable Gutenberg and download the Gutenberg plugin. Even though my blog posts have always used Gutenberg blocks, I never had the actual plugin installed.

I had this same issue and fought it all day yesterday. (Backups, rollbacks, cache purges, plugins, etc.)
Gutenberg is the issue. (Makes sense when you consider this whole update is super Gutenberg focused.)
The solution for me was having to download the Gutenberg plugin. Even though my posts previously used Gutenberg blocks, I never had the actual Gutenberg plugin installed.
