There is error,said “No shipping method has been selected. So how I can set up Free Shipping method without this error ?

I added Shipping Zone,then I choose Free Shipping from “Shipping Methods” and then I clicked Save.Now when customer is trying to place order,it is still require from him to choose Shipping Method. There is error,said “No shipping method has been selected. Please double check your address, or contact us if you need any help. ”
So how I can set up Free Shipping method without this error ?

what is it mean ? and how I can fix it ? I heard from other people who encounter with same problem there is a some plugin that can resolve this issue,but I dont remember what is name of it, maybe you remember ? can you help me with that ?
