With the last update, the problem seems to have resolved.
Still no resolution on why the debug didn’t work, but that’s not your problem.

I did make the debug changes to wp-config.php, there was no debug.log. So I added a blank page wp-content/debug.log, but it showed no errors.
I spent an hour on a chat with my service provider trying to find a specific error. Since he couldn’t figure it out, he escalated the case. I have not heard back from them. I’ll report when the error reporting is sorted out.

Another plug-in stopped working, citing REST API. Additionally, when I first installed Print My Blog, I recall a similar issue. I added print-my-blog and the other plug-in to the namespace, along with my role. I could print when logged in, but the other plug-in did not work.
I deactivated the latest version of Cerber, moved it out of my plugins folder, then installed an older version. Now both plug-ins seem to be working.
BTW, Google Chrome took 24 hours to uncache the button color. All is well. For now.

I’m at the last stages of creating the staging site from scratch and saw the latest plugin update.
After updating to 3.3.6, when I added tags to the problematic images and clicked Save Changes and they saved without the 403 error.
So for now this seems to be resolved.
Would you mind sharing with us your hosting provider?
It seems that it is environment-related, and we might need to have that information in case we bumped into a similar report.HostPapa

It means a clean WordPress site in the same server from scratch and checks if the problem persists?Yes. I can’t get to it immediately. I’ll let you know when the scratch staging site is up and I’ve tested.

Using Console in Chrome and Firefox this is what I saw when clicking on Save Changes:

Directed by technical support for my service provider I’ve had to make changes to the .htaccess file because of brute force attacks and other nefarious actions against the website. The changes/additions made all had to do with security (deny from, block referrer abusers, etc)
I backed up the .htaccess file, removed all but the Basic WP .htaccess.
Here’s what I did to test.
1) tried to add tags to two images that have returned 403 (one with special char, one without) – 403
2) picked a gallery I hadn’t tried before – added tag to three images successfully
3) picked a gallery I hadn’t tried before – tried to add tags to three images, refreshing the screen after each – 403 on each
4) returned to gallery in 2) – added tag to two images successfully
5) picked a gallery I hadn’t tried before – added tag to three images successfully

I successfully added tags to about 10 images. Double that returned 403.
A few of the successes had a special character in either the title or descriptions.
Some of the 403 had no special characters.Testing in a directory, where the Save Changes returned 403, I was able to bulk add the tags for the files in that directory.
In one directory, I tried to save add tag: early-projects individually to records.
5 had apostrophe ‘ – not curly – in titles and description
1 had apostrophe ‘ – not curly – in title only
1 had quotes ” – not curly – in description only
7 had neither quotes or apostrophe in either title or description
All error 403 using Save ChangesI tried to change the title and description for one image being careful to add no special characters. Error 403 using Save Changes
However, when I selected the records individually, and then more than one and selected Add Tags under Bulk actions, the tag was added.
The image in a different directory that I thought had saved the tag yesterday because it didn’t error, did not have the tag: early-projects when I looked at it. I added it back in under Bulk actions. Changed directories and returned. It is still there.
I deactivated, deleted, then reinstalled NextGen from the WP plugin library in my Admin panel. Same Issue.
Permissions for files /public_html/newsite/wp-content/plugins/nextgen-gallery are
7, 5, 5I tried to add tag “early-projects” to 4 different images, 3 errored and ironically, the one image I started with this morning succeeded.
