You can consider selecting the category and choose the cumulative option.
Currently woocommerce treats each variant as one product. So by using the cumulative switch, you can get this working.The cumulative rule is available in the PRO version of the plugin.

You can create the cart based discount rule that applies when 12 or more products are added. Then you can also add a category specific rule (selected categories). That way you will be able to exclude items that are already on sale.

RameshIt might be possible that there is another conflicting discount rule that is causing the issue.
I have tried with the discount rule for 3 products… When i reduce it to the discount is removed. Works correct… it does not show any error.Can you send an email to us providing admin access ?

Since the plugin supports applying multiple discount rules (it is possible to apply a slew of rules), we have used a common title.
Example:
It is possible to configure
5% discount for Product A
20% for product B.
If customer purchases Product A and Product B, then we can only say as Discount.
We cannot say 25% (20 + 5) because that would be wrong.
Also showing in two separate columns would confuse the customer.That is the reason for using a common title.
