Do I need to restart the computer afer flushing?

No, I haven’t. Thanks for the suggestion.

At the moment, I’m only using one computer and won’t have access to another one until tomorrow morning. It’s pretty clear that my computer is the problem. It’s crazy, though, because I’m not having problems with anything else.

Now using another computer on another network is all well and good, but if it’s a local problem how do I troubleshoot it outside of what I have already done?

Unfortunately, that won’t load either. Any other suggestions? I’ve scanned for malware, cleared cookies and cache and checked the proxy server. I’m not having this problem with any other URL.

Unfortunately, this is what I think she isn’t sure about. Would this require starting all over from scratch, or can she move the pre-existing information to another location? What does it entail?
