I’ll do my best to answer your questions.
We need to be able to have 1 person register multiple people at once for our conference. For example, the manager of the team needs to be able to register his employees. We need to receive contact info for all of the registrants, too. So the manager needs to be able to put in name, email, etc. for each of his employees.

Need to be able to invoice for offline payments so people can mail in a check or pay at the door, instead of paying online. And possibly need to turn off online credit card payments altogether.

Invoice, Bank Draft, Check and PayPal Express are included in Decaf. More payment gateway integrations are compatible with the Regular/Premium version ^.

If you need to import data from another event plugin, then either: 1) the data will have to be made into the EE4 data format, or 2) a special importer will have to be built to read a specific data source.
The importer is a premium-only feature.
Uncertain on the timeline when it will be available.

If you don’t renew, Event Espresso will continue to function as-is. But we hope you renew so you can get updates and fixes (for like when WordPress changes and breaks stuff) ;).
In that case, we’d recommend using the premium version because you can have multiple datetimes (occurrences) per event. Plus, you can limit how many tickets per ticket type people can purchase.
Scheduling recurrences of events in Event Espresso 4 is as easy as creating an additional datetime and creating a ticket, no need to create a separate event.
The ticket details (in the regular version) show which ticket is available for which occurrence of an event.
I’m not sure what you mean by “options charges” for every attendee?
Otherwise, yes, you will have to create multiple events.
