I did some more search and found it appears Core WP uses comments from the Plugin’s Main PHP file for determining the version and the WP.org Plugin page uses the Plugin’s readme file for determining the same version.

By default, WordPress Heartbeat API checks every 15 seconds on post edit pages but SiteGround is recommending to keep it on 180 seconds.

Is 180 seconds the right recommendation?
