It sounds like you have a Windows IIS 6 hosting account. Your best option is to switch to a Linux operating system if you are not in need of a Windows account. Here is the article with instructions on how to switch operating systems: https://help.godaddy.com/article/1285

In reply to: Help needed for getting database loadedIf you need assistance getting an existing database uploaded, our hosting team can assist you. Please note that you can only import data in .sql format. If you have a .bak file, you will need to get a new version in the proper format. Email [email protected] explaining that you would like help importing your database, and they will instruct you from there.
Once your database has been imported, you can set edit the your configuration file so that your hosting account is properly linked to the database. Take a look at this article in our Help Center which explains how to do so: https://help.godaddy.com/article/5111
