In reply to: Admin Left and Won't Give AccessI don’t mean to be a stick in the mud but this may be a legal issue. If a 3rd party creates a website for you or an organization, whether paid or not, that website should be yours but check with a lawyer. Your organization should pay for the lawyer.
Other option. Maybe you can work with GoDaddy. I imagine you would have to prove ownership of the site. Past emails when setting up the hosting may help. Perhaps the original hosting was directly paid for by your organization.
Big caveat – I am not a lawyer and give this advice in a general opinion manner, not a formal legal advice.

In reply to: All of my posts changed to draft form!Do you have a backup that could be safely restored? You may not have UpDraft Plus or VaultPress but host providers often take a daily backup. If any doubt contact them.

How are they loading the Home page to begin with? Copying and pasting the link? Typing it in? Clicking on an existing link? Choosing from Bookmarks?
Perhaps a notice on the Dept page to bookmark it and use it for future access?

In reply to: Recovering from being hacked…..True. But you would need to know 100% absolutely for sure that a given backup was not also infected. Without any shadow of a doubt. I always err on the side of being extremely conservative – if practical.
If I have a customer urgently waiting to get their site back up I don’t want to try something I am not sure of when I know the rebuild is 99.99999% good (nothing being perfect). Obviously it could be really, really difficult to clone a site. But I want to avoid going back to my client saying I tried one thing and it didn’t work and now I am going to try another. Now that could be acceptable. Every situation is different.
Also, when I say rebuild, I am talking about a fresh install of WordPress. Seems drastic but again, if practical.

In reply to: Recovering from being hacked…..Not a first choice, but is it practical to create a new site using the same url and content? Sometimes more time and energy can be spent running down a hack then just getting back in business by creating a replacement site.
