Downgrading to 13.1 works, I finally heard from Jetpack with the same instructions so I think they are finally aware.
I have it as well. It updated today to 13.4.

I am still having this issue. I have set my first payments to the first of the month.
For example 1st payment date September 1
I am in PST time zone and at 5pm PST (or 12am next day Universal time) on the day before the payment is due (August 31st), the plugin appears to turn off completely and I either get billed the prorated amount for the month of August, if I am set to prorate month payments, or if I turn that off it bills full amount on the 31st (after 5pm PST only) and then again on the 1st of September. I cannot find another place on my site that would allow me to fix the time zone issue which is the only thing I can figure out that is causing this anomaly. I have checked my Woocommerce payment processing times and they are correct (PST timezone). Any insight you may have would be greatly appreciated. NO one can seem to help me trouble shoot this.Best regards
