Serial numbers are assigned as first in first out. If you import the serials in such an order then you can perfectly keep track of your serials for this product.

Old serial is already assigned with orders so it is not a good idea to change them. It appears that you are only using numbers as your serial key. I would recommend you to create serial numbers with your store initials. You can take the help of the generator rule to create bulk serials. You can add your store initials like this.

BTW you can reuse serial numbers. There are different conditions where you can reuse the serial number. You may still have confusion. Please open a support ticket or connect us from the live support section. Thank you.

You can assign and deliver random verification codes with WooCommerce Serial Numbers. The later part, creating a page for validation and activation has to be developed separately. It is not covered with the current features.
