The error is being served by Microsoft Internet Information Services (IIS) rather than by WordPress. This suggests there is some interaction between WordPress and the server that needs to be investigated.
If you have access to the IIS log files, they should highlight possible errors. Alternatively, your server administrator may be a good person to chat to about this.

Alternatively, if you site address is https://www.example.com/blog/, try https://www.example.com/blog/photos
I am seeing this problem as well. I am using WordPress 3.4.2.
A few attempts to change settings in /wp-admin/network/settings.php?page=sitewidetags and selecting “Update Settings” results in a page refresh but the changes are reverted.
Then it appears to take hold but “Populate Posts” results in the following error:
Fatal error: Cannot use object of type WP_Error as array in /[redacted]/wp-content/plugins/wordpress-mu-sitewide-tags/sitewide-tags.php on line 195
