Before I found the cities in Russian language without any problems.I have check your link with the live demo. You have only one field Location “city”. But what if I want to use the CityID and CityName?

По поводу даты сейчас в голову пришло, что по уму, надо брать тайм-зону города, для которого выводится прогноз, а не локальное время на сайте.
Но, это настолько частный случай использования плагина, что, возможно, он не заслуживает внимания.Если собираетесь зарабатывать на плагине, можно сделать это, как отдельную фичу для платников. Возможно, будет востребовано среди новостных сайтов.
