I noticed you already have a ‘no-flash’ content that (if flash is present) is replaced by the playing applet.
Here’s an idea: Put your “click here to download the file” in that tag, this will nicely fall back on screen-reader software as they don’t have flash.
I need to warn you, flash and accessibility don’t mix well. I was hoping for HTML5 to pick that up, but the codec support is a train wreck (no single codec across 4 major browsers).
