In https://dev.wp-plugins.org, login with your forum username and password. You can see a “New Ticket” link in the top right corner. Click in. You can describe your problem in the new-ticket form. In the “Ticket Properties” fieldset, select “wp-tags”‘ as the plugin.
It’s appreciated to attach the PHP version info (including what extenstions are installed, from phpinfo() ) and the MySQL version you are using.
The lastest development version of Tags is always in https://dev.wp-plugins.org/browser/wp-tags/trunk
