Thank you for your reply. Here is the environment: 

• The theme  is Ona. You can find it here in the WordPress repository https://www.ads-software.com/themes/ona/
• Using Local by Flywheel. 
• Using the “Clone” feature. 

I haven’t tried it with other themes. The issue is still there even after the latest update. I just tried it now to check!

In my experience, this file gets created every time I tinker with the presets, rather than when I activate the object cache or guest mode.

Regarding your initial response, I respectfully disagree. Page Insights, GTmetrix, and sitecheck.sucuri.net consistently face problems accessing my site as long as this file is hanging out in those two locations I mentioned. However, once I remove it, these services have no trouble doing their thing.

This has happened not just once, twice, or thrice, but a total of four times. I’ll admit, I’m not exactly a tech whiz, so there might be some other factors at play here. I’m just sharing what I’ve observed in my case, where this file does seem to be causing hiccups for Page Insights, GTmetrix, and sitecheck.sucuri.net.
