Well, I’m no expert as I’m kind of new to Wp, but yes. A couple of books I read actually work that way. They develop a mockup page in XHTML/CSS and then add the standard PHP. I did study PHP, but there’s not a lot of complicated PHP involved in themes, as all you have to add in a simple theme is just some standard PHP functions that have already been created in WP.
