Agreed – if you choose the HTML Head option, you don’t get the <noscript> portion of the script that’s supposed to be installed as the first element in the <body>. True, this only affects folks that have JS turned off, but it’s still a botched install. The <head> portion works correctly, and initializes the dataLayer, but there’s no <noscript> portion in the body. You can do it yourself, but the point of this tool is to not have to.
