1) Certificates are displayed in the user’s profile. From there the user can downlaod/save the certificate as PDF. The PRO plugin offers additionally an emailing feature, which will be triggered based on certain criteria. Please note that the emailing feature does not offer to attach certificates.
2) Yes, certificates can be customized (text, design etc.)

I have also tested different browsers with/without incognito.
Without ?test=123 the icons remain the same, with ?test=123 icons are changing.
Anyways, I can only recommend to check the causes which were already identified in the past at other users. In your case I would recommend checking and/or changing the CF7 language settings. In addition you can try to create a new dummy form and check if the translation is working there.
I hope this is the cause in your case and you can fix it.

3 Contact Form 7 language settings
Contact Form 7 saves a meta variable for the language of each respective form and this is being done when you FIRST save the form.In this case, you have the following options:
- Change the variable via the WordPress database directly (look for the post ID of the respective form in the postmeta table and there’ll be a “_locale” option).
- Make sure to change the language in your WordPress backend to your desired target language and then simply re-create the CF7 form.

I had a look at your website.
All users are asked to choose the “tree” icon, in addition always the same 3 icons appear. Usually the plugin randomly chooses all those icons.
Seems that some other plugin interferes (maybe a cache plugin).
I would recommend deactivating all other plugins and turn on one after the other to hopefully find the one.

Last thing to try: you can try switching the theme, to check if it negatively affects the coming soon page.

Did you already deactivate all other plugins (except the coming soon plugin) and tested if it is working?

You can turn off the coming soon mode via: Customizing > Nifty Options > General Settings, or just deactivate the plugin.
If you want to bypass the coming soon mode for specific users, the pro plugin offers “Secret Access (Sharable link with secret key)”.
