1) Yes, you can require users to log in before they RSVP or purchase tickets.
2) No, if the Login Requirement is enabled, users will be required to be a registered user on your site and logged into WordPress to complete an RSVP or purchase ticket.

To fix 404 issue, sometimes you just need to “flush” your permalinks. In your WordPress admin, go to Settings >> Permalinks. If you don’t have Post Name selected, go ahead and do that (or select a different non-default option) and save changes. RSVPs do not currently work with Individual Attendee Collection (IAC). IAC adds extra fields to the registration form, however, this setting is only available on tickets.
?
A workaround is to use WooCommerce along with Event Tickets Plus to create free Tickets instead of RSVPs.?

Have you tried this article that may help with additional troubleshooting steps for Tickets Commerce and connecting with PayPal? https://theeventscalendar.com/knowledgebase/k/troubleshooting-tickets-commerce/
Please also make sure to configure PayPal correctly: https://theeventscalendar.com/knowledgebase/k/configuring-paypal-for-ticket-purchases.
If that does not work, check if the functionality works as expected with a bare WordPress install. A bare install is basically a default WordPress theme like Twenty Twenty and no other plugins besides ours installed.

In order to set up a multilingual website with The Events Calendar, you would need to activate a multilingual plugin, such as the well-established WPML plugin. TranslatePress plugin unfortunately is not totally compatible.
