(1) Yes, it’s the root.
(2) There is no .htaccess created in 2.0, apparently, so I created one and copyed+pasted what was written in ‘Options -> Permalink’.
I have another WordPress blog that I upgraded from 1.5.2, which had an .htaccess file, and it works fine.

In reply to: Error establishing a database connectionJenns, it probably is an issue on your end. I had this problem a few weeks ago and I just kept refreshing and the problem went away. Just because one blog is able to access the database doesn’t mean that the other one will.
Also, the way you are describing your problem — and the problem itself — is very general.
