I created a Woocommerce ticket and they informed me that there is an open issue on the public WooCommerce GitHub repository
I am also having the same issue.
I already posted about this but no resolution so far.

I upgraded from 3.4.6.
Before upgrading to 3.5, in the Edit Order window, I could select a product, then three buttons will appear (“Delete Selected Row(s)”, “Reduce Stock”, “Increase Stock”). Similar to the tutorial (https://youtu.be/p5J-qg8Be0M?t=17).
But now, I cannot even select the line item.
I deactivated all the plugins, used the default 2017 theme and the order status is On-Hold.

I think it is because of the Woocommerce update with Shipping zones?
