I also had the same problem on IIS after upgrading to the 2.8.x WordPress stream. apljdi’s post above actually helped solve my problem! More specifically, make sure you use the 404 code from this site: https://www.ikailo.com/94/url-modrewrite-workaround-iis-60/.
