So question remains, why does a deleted category still remain in the database?

This plugin does not work for me. Perhaps it is too old and not fit for WP 2.0.1? I have been looking all over for any solution to the need of providing ISO-8859-1 feed from a UTF-8 blog, but I found nothing else than this. Any idea what it takes to get it working?
