Ok, figured it out. There was an primary/secondary user plug-in installed that restricted access based on credentials. Deactivated it and it worked. Thanks.

Furthermore, this seems to happen with another theme that I’ve tried called MusicLife (created by another designer). I’m totally stumped.

The theme is called Ping. It’s a free theme.

I tried removing and systematically re-adding plug-ins and ensuring that all pages linked in the menu are published. The theme appears to support menus, as it displays them properly when I am logged in as admin.
