I resolved my case by adding <?php wp_footer(); ?> just before </body> in the footer.php just like what @alchymyth suggested and also after seeing the discussion here: https://www.ads-software.com/support/topic/the-wordpress-tool-bar-at-the-top-of-the-screen-has-gone
