If you have ftp access to your hosted WP, create a pure textfile named.user.inicontaining just one line:
max_input_vars = 2000
or any value you wish.
Using ftp, place this file into the root directory.

I forced error logging. Error log shows
PHP Warning: Unknown: Input variables exceeded 1000. To increase the limit change max_input_vars in php.ini.
I used .user.ini to increase the limit:
max_input_vars = 2000
Problem solved!!
