I am the developer of this plugin, where should I ask questions?

I’m thinking about how to fix this, it doesn’t seem to be a plugin implementation issue – why is it a duplicate install, not an overwrite.

If you have updated to 0.10-dev, the plugin should work fine.

When I’m ready to release, I test it on my site, even if it’s still in dev beta.

Sometimes the related js may not be loaded due to your network problem, please confirm.

If it still doesn’t work, please clear the cache.

You can search WP ReliableMD from the block list in the block editor

No, it doesn’t need to depend on Jetpack, but it depends on TOAST TUI.EDITOR’s JS library

You can install it directly without additional dependencies.

Also, this is not WP EDITOR.md, this is a brand new plugin based on the block editor framework released after wordpress 5.0. It’s WP ReliableMD.
