Apologies for the wait.

Unfortunately, we do not have a way to control how the file downloads since the File Upload Types plugin in essence allows specific files that are not by default allowed in WordPress to get uploaded.

Have you tried adding .ies files with the MIME Type application/octet-stream as a custom file type?
