Right now the link from the plugin page is broken which is why you are receiving that error. I am sorry about the inconvenience. I will be fixing it on the next update, which hopefully should be within a week. If you are still having issues, you can get to the settings page by entering this in the address bar of your browser. yourwebsite.com/wp-admin/options-general.php?page=rizzi-guestbook

In reply to: [Rizzi Guestbook] default.css missingIf you download the newest version, 2.3.3, the css files load properly. The ampersand actually does work (at least on the newest version of WordPress), but I did have a lot of trouble getting it to work properly. However, it is working fine now. Make sure you have the newest version of WordPress and the newest version of the plugin. I am so sorry about this bug. I submitted 3 versions of the plugin that the css files were not being located properly, however, I know for a fact they are working properly on the newest version. If the issue is still persisting, please let me know. Thank you, and I hope you enjoy the plugin.

I am going through some extensive updates to this plugin to make it compatible with WordPress 4.0 and to fix the css errors. I am also going to be putting up a new website for this plugin. Thank you for your patience. It should hopefully be finished soon.

I’ll see if I can implement the other features at some point. I will warn you, it might be a while cause I’m busy, plus I’m a greenhorns at coding. I modified this plugin off of the wp-vipergb plugin without knowing basically any php. Don’t ask me how I did it, cause I’m still wondering that myself.
