There was a conflict with some aspect NextGEN and some aspect of one of the bundled plugins in The7 theme. Updating those plugins has resolved the error. Thank you.
Hi Gaby, thank you for your reply. I have already taken these steps and it is indeed a conflict with the theme (The7). The reason I can tell it has to do with NextGEN Gallery is that I get one error when NextGEN is installed/active (“[] operator not supported for strings”), but when I delete NextGen Gallery the error changes (“Error 500”). So while it is definitely due in part to the theme, it seems something in NextGEN Gallery is also causing an issue. Unfortunately it seems the only way to remove NextGEN Gallery folders and database entries is manually, I wish that the plugin had a more robust removal process so I could narrow down the issue further as I have limited time budget to solve this problem for my client.
I am starting to suspect this is due to a conflict with The7 theme.
I am having this same issue. I have isolated the problem to NextGEN Gallery when using PHP7.2. The plugin breaks access to all the child site admin on a multisite network and throws the error “Error thrown [] operator not supported for strings”. When the plugin is deactivated or deleted it cause the same child admin pages to throw an Error 500. Additionally, there is no inline option to delete the plugin from my multisite admin which means the only way I can remove the plugin is manually locating all relevant folders and database entries (I see another user having this issue as well https://www.ads-software.com/support/topic/no-option-to-delete-plugin/). What I am finding very frustrating is the fact that even deleting the plugin this 500 error persists, which I am assuming is to due with leftover database entries. Please document how this plugin can be removed from an install. Thank you.

THANK YOU! This was the breadcrumb that led me to a solution. For others with a similar question what I did was add the class to the Page Break (which appends a class to the wrapper for the GravityForms form step) and set Google Tag Manager as follows:
