I recently had this problem (queued campaigns not sending after 65 campaigns). Deactivating/Reactivating the plugin did not help. However, based on Richard’s suspicion that it may be a plugin conflict, I disabled all other plugins and this solved the problem. The plugins I disabled were Aksimet Anti-Spam, NextGen Gallery, and WP Crontrol. If I narrow it down further I’ll post more information.

Thank you for your reply. Here’s the testing I’ve done.
I have a Dell XPS 15 running running Windows 10 with the latest versions of all browsers.
Our development website (https://www.visionsciences.org/wordpress/) is using the Circumference theme (https://demo.styledthemes.com/?theme=Circumference). It contains 24 widget areas in which I have placed a total of 12 widgets.
I just upgraded to WordPress to 4.3.1 for testing. I reinstalled and activated Conditional Widgets plugin.
Works fine: Chrome, Safari, Opera, IE, Edge.
Firefox, I now notice, is working, but very slowly. From the Widgets screen, clicking (expanding) any widget area takes over 10 seconds and usually results in Firefox reporting “Not Responding” for a while. Browser is hung during this time. Expanding the widget in the widget area is immediate. Expanding the Widget Display Control takes another 10 seconds.
I have several computers here, so I will go test on others too.
