I “MANUALLY” reinstalled update over current via FTP
That fixed problem and restored both Shortcode output AND Admin Menu Item that was missing.
Best guess update got corrupted somehow during update installation.

Enhanced Media Library

Ok so I reset my permalink structure to default.

My Site URLs were already both all lowercase.
“Solution: Go to Settings > General
and make sure your siteurl and home url are all lowercase”

No go this does not resolve the issue.

So for anyone following this this is what is supposed to work

Static Front Pages and Maintenance Mode Plugins

– In some cases, these cause an endless redirect loop.

Basically if you use any kind of pretty permalinks
AND have a static front page configured,
the home page results in an infinite redirect loop.

This appears to be caused by mixed case domain names in your settings.

Solution: Go to Settings > General
and make sure your siteurl and home url are all lowercase.

No joy no go. I had looked at above before posting but missed the reference because it was buried in a lot of other non related text.

Anyway problem still unresolved at this point.
