I was told the block wasn’t meant to be created as a block template.
It also worked before the update.

Hi @jeffabailey! Thanks for letting us know. The content of the Table of Contents block is dynamically generated using the headings present in the page as its input. It isn’t designed to be used as a reusable block, which should be used only when the content of the block would remain unchanged wherever it’s used.
To prevent further occurrences of this error, we’ll disable the ability to turn the Table of Contents into a reusable block in the next version. If you want to reuse the settings for the block in another page, I recommend copying it from the source page and pasting it to the destination page.
