Heres some more info.
– I use option # 4 for the shipping (by weight/zone)
– I set up the shipping so that when someone places an order they can choose from 1 out of 3 methods depending on where they are, and the weights are all put in (usa/can/interna.)
Heres a screenshot of it now with the shipping methods to close together, and the zone box is right above the second option etc. which makes users tend to overlook. To remedy this I would like to push up the zone boxes a bit, and add in divide lines (2) – one below usa, and one below canda. If both are not possible I think the divider lines alone would do the trick. Images below
