However, I did all that but I cant find WPLANG in additing. Its just not there. I have read that its nee version 4.0 and these files for changing language dont work there.

Can anybody confirm that they changed language for 4.0 by using .mo files?

Unfortunately, in wp-content there is no WPLANG function so I can eddit it to russian language option. Seems like it is outdated. I have the zip file with my language but I cant make wp theme to work with it.
Have you installed it?
