I’m having the same problem. But I installed WordPress with Microsoft WebMatrix as a local host a few days ago and it was working perfectly. Until today. I get the same error as the original poster if I try to access my WordPress admin at https://localhost:16290/wp-admin/.

I just want to reiterate that everything was working perfectly yesterday.
