The built in permissions of the free core module has quite a lot of options for customising the permissions for custom groups. Try out the free version and play around with it. It’s very easy to hide groups and forums to specific users and only allow read persmissions to some.

And for the answers to your questions, here they are.

1. You can for example create a group custom-moderators with only the users that you select. Then you can assign the group as moderators for a specific forum and all the topics in that forum. It’s not possible to set permissions on each individual topic.
2. There is no way to rotate users in a group as the next allowed author for a post if that’s what you are looking for.
3. It’s not possible to limit the number of messages in a topic.
