That’s strange. Even if the cron job is active, if the plugin is not active, then the email functionality can not work.

If you have DB access, you can empty 404_to_301 table. Please do not drop it. Just empty it.

Sorry for the delay. It will be fixed in upcoming v4.0. Until then if you have DB access, can you empty the table _404_to_301 (Just empty, do not drop).
