It’s really weird because k-OutDated Checker (k-OC), scans your installed plugins against the WordPress Plugin Directory.
Could you please write here the URLs of both plugins, the one that exists in WordPress repository and the Premium one?
Using All in One SEO v4.0.9 in the development environment has fixed the conflict with NextGEN v3.5.0.
Tomorrow I will update the plugin to the LIVE website.
If everything goes OK I will mark this topic as resolved.

I will setup a development environment the next couple of days to test v4.0.9.
I will let you know about the results.I am not using any addons nor have a PRO plan in NextGen.

Unfortunately, I have already restored the website to All in One SEO v3.7.1. But here is a link https://imgur.com/a/bT59vNW on how the gallery should be.
Imagine this gallery having ALL the photos vertically one by one and you will have the conflict.

@sabeeln, the only thing I did was to inform my server guys about this topic. They knew exactly what to do! I suggest you do the same.

@victaurus, @zirq, @nathoudu38 have you checked what @wfchar suggests?
You’ll need to speak to your host or server administrator about curl_exec() being disabled, as that functionality is used by the firewall and is likely behind the rules not being generated. Once that has been re-enabled, you should be able to go through the regeneration routine and have wafRules.rules generate correctly.
