Just encountered the same trojan warning from Defender on a new install of WP via Local, for local development. The initial WC install was via a Kadence theme starter package that attempted to install WC.

I then attempted to install WC manually via download from the plugin repository, but Defender blocked it after finding the same malware. So, it seems there is a problem with the WC package, either with an actual malware or Defender throwing a false positive. Either way, it should be investigated.

I should add that deactivating the Citadela plugin fixes the problem and I am able to add/edit posts/pages.

Running PHP v.7.3.2
I may have updated to that version a few months ago from a lower version.

Just figured it out…
IE has Intranet sites set to Compatibility Mode by default. Turned it off and the editor appears as it should.

Problem is only in IE11. Visual Editor appears properly in Chrome.
