well the one plugin i think of which could do what you want, is the all-in-one-seo-package plugin.

as you are the administrator-user, you have control over others. sometimes, you (or a plugin) may have automatically set automatic approval after a certain quantity of posts approved. you may override things here.

are you using godaddy’s wordpress hosting? if yes, go and request for support from them

if you really want that theme, just re-upload and re-activate.. but then again, you should have at least moved on to another theme which will not display that issue
