Yes, this settings will not create the image. It is just the display size.
So, you can choose an image with 150x150px but show it as 75x75px.
If you want to load the 75x75px image you need to add the image size support, if oyur theme does not provided it. WordPress will than create the desired file when you upload the image.

As oyu can see in your message, the Undefined index referes to your Elementor plugin. It is not coming from Recent Posts Widget With Thumbnails.
So, unfortunately, I can not help you with fixing this error.

You should contact the Elemetor team for help.

In the widget settings, in the section Thumbnail Settings you will find a dropdown with the label Size of thumbnail. There you can select the size you want to use for your thumbnails.
This list shows all registered images sizes. If you do not find your desired size you need to add it by using the function add_image_size().
For the global thumbnail size you can also set the value in Settings > Media > Thumbnail size. Please make sure this does not effect other layout parts of your theme.
Beside this you need to generate the thumbnails after changing or adding an image size. There are a lot of cool plugins on www.ads-software.com doing this.

I have checked your website and the reason for this alignment is a line-height: 152, for the class .secondary .widget-title, which comes with your astra-addon-dynamic-css-post-1305.css.
As soon as you change the value to 1 everythings looks great.
I don’t know the theme and plugin so, you need to investigate how to change this value.

The main problem is, PHP is running in a timeout when the turn of editing takes too long. We will change this in the future and use the WordPress AJAX call.
Currently we do not support any CLI action. So, no wp-cli support nor an option to start a PHP script from the command line. This feature is also on our roadmap but I guess we will work on it later this year.
A solution can be to use our Pro version, which has more filter options. You can use them to minimize the number of posts which will be edited in one turn.
We start back selling the Pro version this week, through our new online shop.
If you want, I can inform you as soon as the shop is online.

@marsm2 I assume you have to adapt the styles to your needs, too.
The header tags are in general technical tags to show the search engines the topic of the page or section. I assume there are no styles given to the tags where you use them.

There are some styles from your theme which are responsible for this layout. I assume there came some changes with an update of Elementor or your theme.
I can not provided full support for third party CSS fixes.

@djeah This is coming from your theme style of the ul element.
Please try this to fix it:

.rpwwt-widget ul {
  list-style: none;
  margin: 0 0 1.5em;
}

You have to add this CSS to your child theme or with the customizer.
