As far as I’m aware, the index.php is only meant to have read access for external users and everything else locked out.
So if you go to your FTP program, go to the file you’ve uploaded and (depending on your FTP software) there will be something called CHMOD. If you go into that and you can sort out the permissions.
I’m sure someone can elaborate more.
