This looks like an issue with your theme compatibility with WooCommerce.

You could try by adding the following CSS to your website at Appearance → Customizer → CSS.

You can also add it to your child theme style.css.

That looks like an add-on feature from a plugin or from your theme.

The best way to determine this is to:

• Temporarily switch your theme to Storefront
• Disable all plugins except for WooCommerce
• Repeat the action that is causing the problem

If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each until you find the one causing conflict. You can find a more detailed explanation on how to do a conflict test here.`

You could try using the Health Check plugin here: https://www.ads-software.com/plugins/health-check/ It has a troubleshooting mode that allows you to change your theme and plugins without affecting your live site.

Or you can create a staging site, check: https://www.ads-software.com/plugins/wp-staging/

The code should work correctly, please try adding it to your child-theme style.css file and clearing cache after the change.

As @lorro said, a zone can’t overlap the others. So in this case, you need one for Latvia, one for Lithuania, and one for Estonia or one for Latvia and one for Lithuania and Estonia.

Shipping zones can’t be selected by the user, they are selected automatically by checking their address. Once a shipping zone is assigned to the user, then it shows the shipping methods.

Your settings should look like this:

Method 1 – Latvia (display this method only for Latvians)
Method 2 – Lithuania, Estonia

Or

Method 1 – Latvia (display this method only for Latvians)
Method 2 – Lithuania
Method 3 – Estonia
