Have you tried using albums? With albums one thumbnail is displayed, and then when that thumbnail is clicked on, a new page opens with the images from that gallery. There is more about the difference between albums and galleries and how to install them here. I hope this helps you!
Are you talking about a photo within an album, or just a photo in a gallery on its own?
If you do not have albums configured this may be a good alternative to what you’re trying to do with your images. When you create albums there is a thumbnail image that appears, and when you click on that album thumbnails the associated images within that album appear.

Did you use this path: Options > Images > Resize Images when you resized your images?
Also make sure you have the most recent version of NextGen which is version 1.9.5. I hope this helps you!
I am using NextGen with version 3.4.1 and it seems to be working well with me. However I did come across one major bug detailed here at the bottom of the post. You might want to try to make sure no other plugins that you have installed are interfering with NextGen Gallery. Even the theme sometimes can interfere with the use of the plugin.
When sorting my gallery I have the same problem, however the cursor does move (even if it is not following the pointer.) You might want to try using a different web browser and the problem might be resolved. Otherwise I think you will have to fool with judging where the cursor is in relation to the pointer.
When you insert your gallery using the “Kitchen Sink” there is an option to insert as slideshow, image list, or imagebrowser. The image list will give you a code like [nggallery id=X] which should give you the thumbnails you are looking for. There is more information about setting up galleries here.
Also if it is showing one image at a time you might be inserting a slideshow instead of the entire gallery. Try this code instead: [nggallery id=X]. Make sure you are selecting that you want all images to be displayed instead of a slideshow when you insert the gallery this way.
Have you inserted an album with the gallery images in it? Once you click on the album cover thumbnail once it is created, you should be brought to a page where all the images within that album are displayed. There is some info on how to insert an album with a gallery in it on this page. I hope I am understanding your question correctly!
